Description: The resort will be a luxury, five star mixed use tourist cut into an established Eucalyptus forest that runs to the beach. 2. Process & Critical Dates
Background:
The site lies within the jurisdiction of Ghab-Chrarda-Beni Hssen (one of the sixteen legions of Morocco). The capital is Kenitra.
The land is all privately owned with clear title. The Government is acting on behalf of the owners ( through an appointed representative of the owners). The ministry will facilitate the purchase to simplify and speed the process. The developers have an agreement in place to sell them the land and fast track the planning process.
Purchase & Planning Process:
The wali *the governor of the city* provides an initial approval of the project ( Avis favorable). An Avis Favorable is a legal agreement to sell the land to the Company of developers for tourist project. The project will be then be presented to the technical commission who issue the “Accord de principe”
Accord de principe/Verification non agriculture
The first step ( sign off by the technical committee) takes approximately three months for the receipt of the accord de principe. This official notification that the scheme has been accepted by the ministry the outline planning permission. Key dates: 25 September 2008 technical committee meeting.

La D.A.R
The second step is the formalisation of the land registry change. Key dates: December 2008 La D.A.R
Accord de principe- Convention
